Early SP approval of CLUP sought

AFTER the multi-agency Regional Land Use Committee of Region 1 approved on May 22 the revised Comprehensive Land Use Plan (CLUP) of Dagupan, some 200 city residents of Dagupan trooped to the Sangguniang Panlungsod (SP) during the fifth public hearing last Tuesday carrying placards demanding the immediate approval of the proposed Revised Comprehensive Land Use Plan (CLUP) by SP.
The hearing last week on the proposed revised CLUP was attended by the 31 barangay chairmen in the city.
During the hearing, City Planning and Development Coordinator Romeo Rosario explained the salient features of the revised CLUP to debunk claims by detractors that if the proposal is approved, Dagupan will begin experiencing bigger floods.
Rosario said experts from the Japanese International Cooperation Agency (JICA) and the European Community agreed that the cause of flooding in the city is the narrow and shallow Pantal River which is connected to Calasiao and Sta. Barbara traversed by the Sinocalan River which is already heavily silted.
The flooding, he said, is not only confined to Dagupan but also a common occurrence in adjacent towns, like Calasiao, Sta. Barbara, Binmaley and other areas.
He said JICA and EU experts recommended the construction of a man-made channel at the boundary of Calasiao and Dagupan to divert part of the floodwaters cascading from the upland to the west and minimize the downloading of a bigger volume of water into the lower stream of the Pantal River which oftentimes result in flood.
The proposed growth areas in the revised CLUP are the Pantal-Lucao area, the Bonuan area and the Mamalingling-Caranglaan area.
Mayor Belen T. Fernandez together with Rosario and City Administrator Farah Marie G. Decano defended the proposed revised CLUP before the Regional Land Use Committee during the deliberation.
Fernandez is hopeful that with the RLUCs approval, the Sangguniang Panlungsod will soon give its imprimatur to the proposed mother plan to pave the way for the final approval of the HLURB.
“The approval of the HLURB national office is still required after the SP give its final approval,” Decano said. (Leonardo Micua)
