SP to set hearing on Bayambang case
LINGAYEN– The Sangguniang Panlalawigan (SP) Committee on Good Government and Accountability of Public Officers, Justice, and Human Rights has yet to decide whether it can hear the administrative complaint filed by Mayor Ricardo Camacho against Sangguniang Bayan (SB) members.
Board Member Alfonso Bince Jr., chairman of the two committees, said he is studying whether it can hear the complaint since a case on the same issue was filed by the vice mayor and the 5 councilors against the mayor before the Ombudsman.
Nonetheless, he said the respondents have already been sent notices to file their answers within 15 days.
Once the Committee receives their answers, the case may be set for hearing, subject to the committee’s determination whether a conflict may arise with the case file with the Ombudsman.
The administrative complaint dated May 13, 2015, filed by Mayor Ricardo Camacho against Sangguniang Bayan (SB) members Vice Mayor Mylvin Junio and councilors Raul Sabangan, Allan de Vera, Gerardo Flores, Joseph Vincent Ramos, and Levin Uy, was for grave misconduct and dishonesty with prayer for preventive suspension.
On the one hand, the verified affidavit complaint with the Office of the Ombudsman was filed on April 14, 2014 by the six SB members against Camacho.
The subject of the two complaints pertains on the purchase of a Toyota Granvia passenger van worth P380,000 by Camacho in his capacity as a Mayor.
The six SB members alleged that no public bidding was conducted to purchase above mentioned vehicle, hence such purchase is in violation of Republic Act (RA) 7160 or the Local Government Code of the Philippines.
Camacho, however, claimed that notice of invitation to bid was published in a newspaper of general circulation in the province, but “no bidders came to participate in the scheduled bidding.” (Johanne Macob)
