MBTF seeks P65 M supplemental budget

THE Dagupan City government has submitted a proposal for a P65.4 million supplemental budget to fund various projects in the city, the biggest of which is a P12 million three-storey building with nine classrooms in support of the Senior High School Program (SHS) program of the Dagupan City National High School (DCNHS).

The proposed outlay will be sourced from the surplus collection of P17.6 million and P35 million total savings in operations of the city government last year or P53.6 million, said City Budget Officer Luz de Guzman who defended the proposed supplemental budget in a committee hearing in the city council on Wednesday.

Mayor Belen T. Fernandez adopted cost-cutting measures last year precisely in a bid to generate substantial savings because she knew students of DCNHS going to senior high school will have no classrooms to use.

On the other  hand, the surplus collection of P17.6 million was realized when the city collected P645.6 million against the estimated revenue set in the 2014 annual budget in the amount of P628 million, which was considered unprecedented in the city’s history.

De Guzman clarified that the surplus did not include the P119 million proceeds from the sale of the MC Adore property which remains intact in view of the pending legal issues over the conduct of the sale filed before the courts.

Other projects to be funded include the purchase of two coasters, two motor vehicles, four motorcycles for the Public Order and Safety Office and 10 “garongs” for the Waste Management Division (WMD), all costing P10 million

Another proposed outlay is the city’s P1.7 million counterpart for the construction of a four-storey evacuation center in Barangay Salapingao.

The construction of multi-functional covered court gymnasium, pavement and drainage at the DCNHS will cost P5.5 million while P3.1 million will cover the milestone anniversary bonus of qualified employees and officials of the city government for the 65th anniversary of Dagupan on June 20 per Administrative Order No. 315 and approval of the Office of the President.

De Guzman explained that the city government was supposed to pay the anniversary bonus to employees in 2012 but the past city administration failed to provide the perk. (Leonardo Micua)
