WHILE MAYOR BELEN WAS OUT

THE Dagupan City Council here passed a resolution  during its regular session on March 2 seeking sisterhood agreement between Dagupan City and  Makati City, with one caveat – the city mayor will have to agree as well.

The resolution was passed during the visit of Vice President Jejomar Binay before the city council while the body was in session presided by Vice Mayor Brian Lim.

At press time, it is not known, however, if Mayor Belen T. Fernandez, a known close ally of Interior Sec. Mar Roxas, the presumptive presidential bet of the Liberal Party, will pursue and affirm the proposed tie-up resolved by the city council.

The vice president said Makati City, headed by his son, Junjun Binay as mayor, “would be happy to have Dagupan as a sister city.”

Mr. Binay, a declared presidential candidate, and the subject of an ongoing investigation in aid of legislation at the Senate, was mayor of Makati City before he was elected vice president of the Philippines.

He said the Makati city council will also pass a similar resolution seeking sisterhood pact with Dagupan.

The resolution was approved during the deliberation on “Other Matters” on the motion of Councilor Alfie Fernandez, the acting majority floor leader last week.

Mayor Fernandez was out of town when the vice president arrived in the city.

Mr. Binay said Makati shares its best practices in revenue collections to its sister LGUs in the country that he said already numbers 400 in order to help sister cities become self-sufficient and progressive like Makati.

He added Makati, a role model to many LGUs, is generating P12.2 billion in revenues annually with its special education fund alone  totaling P1.2 billion annually. (Leonardo Micua)
