Mangaldan PNP adopts ‘Oplan Santino’

MANGALDAN- This town is not taking juvenile delinquency lightly.

The Mangaldan Police Station (MPS) and the local government unit (LGU) launched “Oplan Santino” to address complaints and reports of increasing number of juvenile delinquents in the town.

P/Supt. Jackie Candelario, chief of MPS, said school administrators and parents have complained of growing incidence of juvenile delinquency of high school students during the consultative meeting held.

“They complained of seeing high school students cutting classes, drinking, smoking cigarettes and promenading with their girl friends or boy friends even during school hours,” said Candelario.

He added the elders in the communities are disturbed by the public display of amorous affections by the kids in the town plaza.

“We (MPS) want to help the parents and school officials address these issues, particularly the reported increase in teenage pregnancies in the town and increasing number of drop- outs,” said Candelario.

The MPS will proceed with an information drive on Oplan Santino to alert parents and students about the police action on juvenile delinquency.

“High school students who will be caught by the authorities for the first time loitering outside their school during school hours will be brought to their school principal or guidance counselor; the second time they will be caught, they will be made to undergo counseling by the Municipal Social Welfare and Development (MSWD); and on the third offense, they will be brought to the Women and Children Protection Desk (WCPD) in our station (and their parents will be invited too). The offending youths will be asked to do community work”, said Candelario.

Candelario said Oplan Santino will be fully implemented in two weeks.

MPS will also coordinate with the Sangguniang Bayan (SB) to revisit old ordinances or resolutions penalizing establishments such as computer shops, cafes, recreation areas entertaining high school students during school hours.

“And if there is still no ordinance, we will appeal to SB members to pass one to help in the success of our program for the benefit of our young people”, said Candelario. (Hilda Austria/PNA)
