SB wants municipal accountant punished
LINGAYEN—The town’s Sangguniang Bayan (SB) has recommended to Mayor Josefina Castañeda to mete a disciplinary action on Nelson Gumapos, municipal accountant for deliberately omitting to accomplish his daily time record (DTR) while claiming overtime pay.
This recommendation was made through resolution no. 127-2014, citing the Code of Conduct and Ethical Standards for Public Official and Employees that mandates public officials and employees to “perform and discharge their duties with the highest degree of excellence, professionalism, intelligence, and skill.”
According to Councilor Judy Vargas said the issue stemmed from a P700,000 item in the proposed supplemental budget to cover for overtime fees of three departments namely accounting, treasury and assessor’s.
Gumapos’ department proposed P310,201, P245,892 for the Treasury and P150,000 for the assessor’s office.
Gumapos was claiming P52,000-overtime pay for himself for two months.
However, Vargas said when she asked for Gumapos’ DTR to validate the claim, the latter suddenly withdrew the claim for overtime pay.
In subsequent inquiries on his DTR, Vargas noted evidence of falsification in DTRs submitted by Gumapos.
Quoting a rule of the Civil Service Commission, Form No. 48 (Daily Time Record), it said falsification of time record will render the offending officer or employee liable to summary removal from the service and criminal prosecutions.
Vargas also cited Department of Budget and Management Budget Circular 10 that defines scope of work and responsibility of chiefs of division, including the municipal accountant: “Overtime work should be avoided by adequate planning of work activities… except in cases of when unforeseen events and emergency situations…”
“This action of the SB serves as a stern warning to all erring municipal employees who refuse to abide by existing office rules and regulations/policies as mandated by law,” the resolution authored by Vargas and Jonathan Carl Arcinue, read. (Johanne R. Macob)
