THE STORY OF TWO MACHINES—The brand new amphibious excavator dredger called Water Master III (upper picture) owned by the Department of Public Works and Highways (DPWH) bought from Finland for P37.5 million is one of three machines that will be used to dredge the rivers of Dagupan City. The P49-M but smaller dredging machine (lower picture) with less features bought by the Dagupan City government under former Mayor Benjamin Lim in 2007, remains docked and unserviceable.
