Lim’s unidentified ‘friends’ got free gas

COA’S QUINTO REPORT 

Based on the Audit Report of City Auditor Virgilio Quinto, private and unauthorized vehicles with no listed plate numbers obtained free fuel under the city’s account in gasoline stations contracted by the Lim administration.

The report showed there were 493 times in 2012 that gasoline and fuel were suspected to have been given to private vehicles whose plate numbers were not identified, and another 70 in 2013.

The Audit Report of Quinto, assigned city auditor of Dagupan in 2012 replacing Ofelia Celi, on the books of Dagupan City from 2012 to 2013 is now posted on the COA website for public access.

Gasoline bills in the amount of P282,818 were charged to the city government by unauthorized motorists, a violation of COA Circular No. 77-61, also known as the Manual of Fuel Consumption of Government Vehicles.

Quinto also noted in his report “that claims for gasoline, oil and lubricants were processed and consequently paid despite the lack of the necessary required supporting documents which cast doubt on the validity of the said claims which is inconsistent with Section 4(6) of Presidential Decree No. 14345.”

Summary of expenses charged to vehicles not indicated by Departments in 2013 is as follows: Philippine National Police, P110,837 representing 39.19 percent; City Mayors Office (CMO), P103,617 –  36.64 percent; Public Order and Safety Office (POSO), P23,094 – 8.17 percent; Waste Management Division (WMD), P34,387 – 12.16 percent; and City Engineer’s Office, P10,881 –  3.85 percent.

The city government also failed to submit the required Monthly Report of Fuel Consumption to the COA for verification purposes.

NO TRAVEL REPORTS

At the same time, COA observed that the Lim administration did not submit a monthly report of Official Travels undertaken for each vehicle, supposedly prepared by the driver concerned summarizing in chronological order the trips for the month, certified correct by the driver and approved by the administrative officer.

Further, the Driver’s Trip Tickets did not indicate the amount in liters of the fuel being loaded, which is intended to monitor and control fuel consumption.

Quinto said, “these deficiencies have greatly affected not only the validity of the transactions but also the operational efficiency of these government assets considering the environmental program and the nature of the basic public services it intends to deliver to the City constituents.”–LVM
