WHAT STARTED IT ALL—-The above PUNCH file photo taken on April 20, 2012 shows the nine Dagupan City councilors who showed up for the special session called by then Mayor Benjamin Lim, voting unanimously in favor of the resolution authorizing the city mayor to sell the MC Adore hotel properties. The resolution was later declared null and void by the regional trial court, and has given rise to the raging controversy that now pits the AMB ALC Holdings and Management Corp., the bid winner, against the Dagupan City government headed by Mayor Belen Fernandez.
