NO BLACK SAND MINING—Engr. Carlos Tayag, Department of Environment and Natural Resources’ Mines and Geosciences Bureau Regional Director (4^th from left), belies reports of national dailies that black sand mining is rampant in the Lingayen Eco-tourism Zone during a press conference at the Capitol Resort Hotel in Lingayen last March 12.  Tayag issued the statement based on an MGB engineers’ report who conducted an ocular inspection in four barangays in Lingayen.  The findings of the engineers were also supported by (from left) Barangay Captains Romeo Manuel (Sabangan), Diosdado Santiago, Jr. (Capandanan), Delfin Velasco (Malimpuec) and Hipolito Perez (Estanza) as well as Sabangan Kagawad and Aro Mo Ako Sambayanan (AROMAS) President Vicente Oliquino (3^rd from left).  Also present are Provincial Housing and Urban Development Coordinating Officer Alvin Bigay (4^th from right) and Provincial Information Officer Butch Velasco (3^rd from right).
