2013 STATE OF THE PROVINCE ADDRESS
LINGAYEN–The work never stops.
Basking in the accomplishments of his administration, Gov. Amado T. Espino Jr. nonetheless sent the message in his seventh State of the Province Address (SOPA) before the Sangguniang Panlalawigan (SP) on February 10 that more need to be done and efforts must be continuously exerted to achieve the goals for the province.
“We must continue working together if we are to sustain the significant gains that we have achieved so far,” Espino said.
He announced that the provincial government and the Pangasinan Provincial Hospital (PPH) in San Carlos City are about receive respective their ISO 9001:2008 certifications, a testament that these agencies have achieved international accepted quality management systems and standards in their daily operations.
Among those in attendance during the SOPA were government officials and employees, barangay chairmen, members of non-government organizations and the academic community in Pangasinan.
Espino said that province has since steadily emerged from a prolonged state of dormancy to become the best performing province in Region 1, and one of the top performing in the country.
The province earned Hall of Fame Awards in six out of eight major areas in local governance, namely as Best Performing Province in Local Governance (regional), Best Regional Development Agenda Project Implementer, Regional Best LGU Practice, Regional Best LGU-MDG (Medium, Development Goal) Project Implementer, Regional Best LGU-Coastal Resources Management Program Implementer and Most Statristically Advanced LGU in Region 1.
The governor stressed that the feat did not simply happen by chance.
“These accomplishments were the products of the strong and dynamic collaboration between the local leaders and the people of Pangasinan in pursuit of the clearly defined strategic goals: the vision of Pangasinan as ‘The Best Place to Invest, Work and Live, and Raise a Family, side by side with the ultimate mission to ‘Make Pangasinan Number One’,” Espino said.
He also called for a joint focus on the work that needs to be done rather than politics.
“The next election is still a long way to go… it shouldn’t be given more attention than that of the continual growth and progress of Pangasinan,” said Espino who is now on his third and final term as governor.—LVM with reports from Johanne R. Macob and PIO.
