NEW ISLAND—After years of abuse and neglect of Dagupan City’s rivers by the city government, an island like mound of silt now surfaces at the Calmay River during low tide. The heavy siltation in the city’s rivers, caused largely by the unregulated operation of fish pens for more than a decade, is expected to lead to heavy flooding in the city in the months ahead.
