“Police CART” launched; Oplan Hilamos set this year

LINGAYEN—Police visibility around the province will soon get a boost with the launch of the Community Assistance and Referral Team (CART) booths with at least one to be set up in every town and city.

P/Senior Superintendent Sterling Raymund Blanco, officer-in-charge director of the Pangasinan Police Provincial Office (PPPO), said the carts will serve as an extension of the police station and provide services such as accepting complaints or blotters, among others.

“The Carts will be deployed in strategic areas, places of convergence to symbolize police presence,” Blanco said during the launch on January 27, 2014, coinciding with the 23rd Philippine National Police (PNP) Foundation Day celebration and first command visit and conference with Police Regional Office I Officer-in-Charge P/SSupt Moro Virgilio Lazo.

Each town will be given one booth each by the PPPO, but respective chiefs of police may build more booths.
Blanco added that policemen can make innovations on their carts as long as they retain the basic concept.

The Police CART was initiated by former PPPO Director P/SSupt Marlou Chan who said that the intent is to ensure police presence with at least one staff required to take charge of the booth to be placed in malls, major crossroads, and terminals.

OPLAN HILAMOS

Meanwhile, Blanco also announced that an “Oplan Hilamos” involving improvements in police facilities will be carried out this year by PNP and the Interior and Local Government (DILG).

In Pangasinan, Blanco said, there is already an on-going inspection of the police stations by the engineering services team.
Based on inspection team’s report, Blanco will recommend which stations would need a “make-over.”

The DILG has already earmarked P200,000-300,000 for the repair and renovation of each identified station.–Johanne R. Macob
