BTF wants barangay budgets for senior citizens, PWDs

DAGUPAN Mayor Belen Fernandez has asked the Sangguniang Panlungsod (SP) to pass an ordinance mandating barangays to allocate funds from the Internal Revenue Allotment (IRA) of each barangay for programs and projects of senior citizens and persons with disabilities (PWDs) as mandated by law.

In a letter to the SP through Vice Mayor Marc Brian, presiding chair of the council, dated November 15, 2013, Fernandez said some barangays have not been allocating the fund due the senior citizens and PWDs in their regular annual budgets.

The mayor said that in support of the Philippine Plan of Action  (PPAs)  for Older Persons for 2005 to 2009, the cost of implementing plans, programs and projects intended to address the concerns of senior citizens and the differently-abled shall be at least one percent (1%) of the agency’s total annual appropriation.

In addtiion, Local Budget Memorandum No. 67 of the Department of Budget and Management provides that the FY (Fiscal Year) 2014 Annual Budget of local government units “shall likewise include PPAs  that can be attributed  and built-in within the budget level: Senior Citizens and Persons with Disabilities pursuant to R.A. No. 9242 amending RA 7277″.

The fund can only be released to an established Barangay Senior Citizens Association and PWDs Barangay Association for proper representation, including in the recommendation of programs and projects.

A resolution is also required from the Barangay Council for the release of the allotted budget.

The fund is subject to the standard accounting and auditing rules.
