Dagupan’s barangays now involved in process
BOTTOM-UP BUDGETING
BARANGAYS in Dagupan will be playing an active role in the city’s development planning with Mayor Belen Fernandez’s bottom-up budgeting (BTB) program.
Under the BTB, barangay consultations will be held to prioritize the concerns within the communities.
“We believed that to successfully implement the BTB we should first know the situation of our people in the grassroots level which is the barangay,” said Fernandez who earlier as vice mayor and chair of the Sangguniang Panlungsod first introduced the barangay consultation initiative by holding board sessions in the communities.
All departments are directed to be involved in the barangay consultations.
Under previous administrations, barangay chairmen only routinely signified their assent to plans submitted by the city government.
Aside from generating the list of concerns, the Fernandez administration will begin deploying city hall personnel to deliver public services such as registration of residents, employment registry, and medical missions to the barangays.—Dada Austia
