SP OKs disaster mitigation plan
DAGUPAN, a flood-prone city and once hit by a major earthquake, finally has a Disaster Prevention and Mitigation Plan after the Sangguniang Panlungsod (SP) approved it in a special session on August 15.
The plan is in compliance with the provisions of Republic Act No. 10121, An Act Strengthening The Philippine Disaster Risk Reduction And Management System, which was passed into law in May 2010.
Councilor Jose Netu Tamayo explained that the plan contains details on how the city, through its Disaster Risk Reduction and Management Council (CDRRMC) headed by the mayor, will respond and what contingencies to adopt in times of calamities.
The proposed plan was submitted by the office of Mayor Belen Fernandez and defended before the SP by CDRRMC Executive Director Ronald de Guzman.
He said while there is an amount provided in the annual city budget for calamities, the plan provides how the budget is going to be used.
Tamayo said without such plan, the local government cannot just disburse or appropriate its calamity funds.
Meanwhile, Councilor Jeslito Seen said the city administration has also submitted the Gender and Development (GAD) plan.
“Our annual city budget since 2011 were routinely returned by the Department of Budget and Management because of the absence of the city’s GAD plan,” noted Seen.
The August 15 special session was not attended by members of the minority.
