Another ‘EW’ asks: Where’s my wage?

ANOTHER woman whose identity is being withheld by the city hall, has come forward and confessed to DagupanMayor Belen Fernandez that she was one of the Emergency Workers (EWs) listed by the past city administration but did not receive a single centavo of wage.
This came on the heels of the admission of a woman from Barangay Bolosan two weeks ago that she was made to sign a working contract from January to June 2013 and secured an Automated Teller Machine (ATM) card to be used for withdrawal of her salary, but the card was turned over to and held by an official from the office of then Mayor Benjamin Lim.
The woman swore that after handing over her ATM card to the official, she never met that official again, and was never informed about the status of her application.
The new complainant, who went to the office of Fernandez last August 6, narrated that she had the same experience.
She said she signed a working contract from February to June with a salary of P12,000 a month but after getting her ATM card from the Land Bank of the Philippines where she deposited P100, and handing the same to her recruiter, she was not advised about her duties and where to report.
Based on that list signed by Human Resources Management Officer Lorenza Daroy, the woman’s name was included in the list of EWs assigned to the local police and was receiving P12,000 per month.
The list includes eight EWs assigned to the police station, three of whom received P12,000 monthly, one received P10,000 a month, and four others, P6,500 monthly.
CITY HALL RECRUITER
A few months later, she met her recruiter whom she identified as a certain “Santino” and demanded the return of her ATM card but was told that it got lost.
Thinking that her supposed employment may not have pushed through, she did not persist on reporting her supposed lost ATM card to Land Bank.
She added that Santino currently still works in the city government as a regular employee.
The mayor said her office will trace the person she described.
“Nang malaman ng asawa ko na ako ay nasa listahan ng EWs, doon namin naisip na natuloy pala ang trabaho ko at posibleng iba ang kumukuha sa aking sahod,” the woman said.
“Sinita ako ng asawa ko dahil ayon sa listahan, ako pala ay tumatanggap ng P12,000 tuwing buwan, subalit kahit iang kusing wala“, the woman added.
The woman said she is positive that Santino also recruited his own sister as EW but the latter also reportedly confessed that she did receive any amount.
Fernandez earlier stopped the policy using the ATM system to pay salaries of city employees and instead ordered the old system of personal appearance to collect pay to be restored.
“Under my watch, walang ghost employees”, the mayor said, “Everybody must work to earn his’/her pay.”
Fernandez also discovered that timesheets and accomplishment reports of fake EWs were signed by their department heads.
HR EXCELLENCE
Meanwhile, the city’s Human Resource Management Office (HRMO) earned an accreditation from the Civil Service Commission (CSC) last week for greater latitude in appointing government employees.
The CSC awarded the Level 2 Accreditation for the Program to Institutionalize Meritocracy and Excellence in Human Resource Management (PRIME-HRM) after the city’s HRMO accomplished all requirements including personnel records management, HR management systems and programs, and competency level and qualifications of HR officers.
“The accreditation gives the local chief executive the authority to take final action on appointments of employees,” said HRMO Chief Lorenza Daroy.
Lyrma C. Oalin, head of the CSC Field Office in Lingayen, said her office will now only do post-audit on appointments at the City Hall, although it still has the authority to revoke questionable appointments.—With report from CIO
