No liquidation reports from Mejia, Vallejos, Coquia
BANGUS FESTIVAL AND CITY FIESTA FUNDS
FUNDS extended by the past city administration under former Mayor Benjamin Lim as “financial assistance” for the annual Bangus Festival and Dagupan City fiestas have not been fully liquidated, according to City Accountant Teresita Manaois.
Manaois said those who received the money in their capacity as chairmen or assistant chairmen of the festivals have so far only given partial reports of the total amounts.
Vice Mayor Brian Lim, a former councilor and son of the former mayor, has only accounted for P2.5 million of the P4 million released to him for the 2012 Bangus Festival.
Councilor Redford Erfe Mejia has yet to liquidate the P2 million financial assistance extended for the Dagupan City Fiesta in 2010 and the P3 million for the 2012 city fiesta.
Manaois explained that although the chairman of the 2010 city fiesta was Councilor Jesus Canto, it was Mejia as deputy chairman who received the fund.
Councilor Guillermo Vallejos has yet to liquidate the P3 million financial assistance extended to his fiesta executive committee in 2011.
Similarly, Councilor Alvin Coquia, chairman of the 2013 Bangus Festival, has not liquidated the P3 million fund extended to his committee.
The City Accounting Office is set to send a demand letter to Coquia.
Coquia reportedly could not provide the liquidation papers just yet because co-chairman, Marianne Ang, has not submitted her own liquidation report and is presently in the United States.
Another P4 million in cash advances, according to Manaois, was also released for the Bangus Festival in 2013 through bonded officials and employees of the city and have been liquidated.
These cash advances were recorded as support for the promotion of Social Cultural and Economic Program but were spent for the Bangus Festival.
Meanwhile, at least P1.4 million in overtime pay is still being claimed by some officials, employees and emergency workers employees for work rendered during the Bangus Festival.
Manaois said she is personally following up the liquidation of these funds, stressing that liquidation must be made in full.
“Hindi puede ang partial liquidation,” she said.
