Maybelyn back as majority leader

AS expected, the members of the new majority in Dagupan’s Sangguniang Panlungsod who ran along with Mayor Belen Fernandez seized the major committees, leaving only minor committees to the members of the minority

Councilor Maybelyn Fernandez is back at the helm as majority floor leader during the opening session of the body last July 1.

Fernandez, who topped the council race for the second time in a row in the May 13 election, is also chairman of the powerful rules and procedure committee, as well committees on social welfare and community development, labor and employment, and women, children and family affairs.

The opening session was marked by the respective statements of council members, topped by a message of support by Vice Mayor Brian Lim, who sits as SP presiding officer, to the administration of Mayor Belen Fernandez.

The vice mayor said he will support the good projects of Fernandez, which was also conveyed by the other members of the council’s minority, two of whom were former allies of the new mayor in the old majority.

Elected as presiding pro tempore is Councilor Karlos Reyna with Councilor Jose Netu Tamayo as deputy presiding officer pro tempore.

The assistant majority floor leader is Councilor Alipio Serafin Fernandez while Councilor Redford Erfe Mejia is minority floor leader and Councilor Guillermo Vallejos as assistant minority floor leader.

Councilor Jeslito Seen is back in his old post as chairman of the committee on appropriations. He is also chairman on agriculture and fisheries, arts, culture and heritage, and trade and industry.

Tamayo, a lawyer, is the chairman of the newly created committee on Dangerous Drugs. He is also chairman on education, environment and natural resources, and public information and mass media.

Councilor Alipio Serafin Fernandez, also a lawyer, is chairman of the powerful committee on laws, ordinance and judiciary, land utilization, and peace and order.

On the other hand, Councilor Reyna is chair of the committee on housing and urban development, local and international relations, and tourism.

Another majority councilor Marvin Fabia is chair of the committee of the powerful public works and infrastructure, public markets, transportation and public utilities and people’s participation.

Minority Councilor Jesus Canto, as a doctor, is chair of the committee on health, and Senior Citizens Affairs, being the oldest among the city councilors.

Councilor Erfe Mejia is chairman of cooperatives and livelihood development while Councilor Alvin Coquia was named chair of the committee on population and demography and Councilor Guillermo Vallejos is chairman of poverty alleviation

Newly appointed Councilor Joaquin Reyes, who replaced Vallejos as chair of the Liga ng mga Barangay, is chair of barangay affairs while Councilor Chester Gonzales is chair of the committee on youth and sports development.

Reyes has aligned himself with the new majority in the city council.
