A WAIVER FOR THE RICH–The above certification signed by Dagupan Mayor Benjamin Lim is made in favor of a “Ms. Janzzini Grace P. Diaz” whom he claimed to have “constructed a residential house made of light material on a lot owned by the City Government of Dagupan at Sitio Silunga (sic) Bonuan Binloc, Dagupan City.” The certification issued last November 25, 2010 “interposed no objection to the application of Ms. Diaz for electrical connection from the Dagupan Electric Corporation on her residential house.” Her structure is now among the “resort inns” whose status is being questioned by the sanggunian panglunsod.
