Build, not demolish

FOURTH District Rep. Gina de Venecia has a word of advice to officials of Dagupan City: Build, not demolish!
She gave the advice after noting that the current Dagupan City administration is bent on demolishing the Juan P. Guadiz Elementary School to give way to the construction of a 21-bed Maternal Child Care and Lying-In Clinic with or without the approval of the Department of Education.
Manay Gina stressed that a leader of a community or even a city must “not be a demolisher but a builder”.
She cited what she is doing to the Jose de Venecia Memorial National High School in Barangay Bolosan, Dagupan City which she wants to be converted into a public vocational school, the first of its kind in Dagupan, soon.
Instead of seeking the demolition of the building of the JDVNNHS, De Venecia instead wants to make the school bigger and more relevant to the city.
House Bill 6876, which she authored, seeks to convert JDVMNHS into a public vocational technical school.
A vocational technical school is a big boon to the whole city as it will provide vocational education and training to students at no cost to their parents, she said.
This is intended to allow them to find employment locally and abroad after graduation or to set up their own enterprises if they choose to, said Manay Gina.
This is unlike the planned construction of a lying-in clinic at the expense of the building facilities of Juan P. Guadiz School.
It is only a small clinic initially costing P50 million in taxpayers’ money, the yearly operating cost of P10 million of which is not yet included.
She finds it strange why the city still insists on building such facility when its people, whenever they get sick, can have ready access to the Region 1 Medical Center whose expansion is set this 2013.
Due to limited space, R1MC will be expanded vertically to become an 11-storey edifice starting June this year that can accommodate 1,000 rooms.
This will kick off the expansion of R1MC from 300 to 600-bed capacity.
Manay Gina is the author of House Bill 3840 that seeks not only to double the capacity of R1MC from 300 to 600 but also to finally kick off its expansion and modernization.
