Flood-prone A.B. Fernandez Ave. set for upgrade
THE now perennially-flooded A.B. Fernandez Avenue, Dagupan City’s main thoroughfare, is set for upgrade this year and the road will be raised beyond the flood level.
Fourth District Rep. Gina de Venecia worked for the inclusion of A.B. Fernandez Avenue as one of the priorities of the Department of Public Works and Highways (DPWH) this year after finding that it is not listed in the 2013 priority list.
De Venecia said she went to Secretary Rogelio Singson mid last year to plead for the road’s improvement, which gets flooded, even without rains, during high tide with water from the adjacent Pantal River.
“Kawawa na ang mga negosyante naming. Araw-araw na lang nagtataas sila ng paninda… Malaking perhuwesyo ang baha hindi lang sa mga ari arian kundi pati kalusugan ng mga Dagupenyo at mga dumadayo dito,” De Venecia told Singson.
Singson considered De Venecia’s request and a bidding for the P49 million project was set and completed in November last year.
The winning contractor will start work on the project in February this year. The 870-meter stretch of A.B. Fernandez Avenue from the West Central Elementary School to Traffic Post Number One will be raised by at least 40 centimeters or more than one foot.
Funding of the project comes from De Venecia’s regular allotment as member of the House of Representatives.
Second Highways District Engineer Rodolfo Dion has informed the city government about the project and asked officials to plan the re-routing scheme to minimize traffic congestion that will result from the construction work.
Dion noted that three other projects initiated by De Venecia helped eased the floods last year.
These are the upgraded Arellano Street and Mayombo Road, the road in Bonuan Gueset and the Tapuac Road which is now in the finishing stage.
