Mastermind’s identity yet to be unmasked

URDANETA CITY—The slaying of a son of a city councilor here on March 5 may now have been solved, thanks to a concerned citizen here.

The suspect, Vicente Simon, 31, allegedly a hired killer who shot the son of Councilor Julio Parayno, Rene Parayno, in cold blood while aboard his motorcycle in barangay Bayaoas, was arrested Thursday night following an altercation with the brothers of the victim.

During the altercation, an alert Allan Serafica suspected Simon to be carrying a firearm so he single-handedly disarmed him.

Simon had in his possession one Colt Caliber 45 pistol with seven live ammunitions in its magazine tucked in his waist. He had no license for his firearm nor a document showing that he was exempted from the election gun ban.

The police immediately   filed a case for violation of Comelec Resolution No. 7764-A (Gun Ban) and violation of Republic Act No. 8294 (illegal possession of firearm and ammunitions).

A murder case was later filed following the positive identification of Simon by a witness as being involved in the killing. Simon has denied killing Parayno.

The murder case against the suspect was filed by members of Task Force Parayno, organized on orders of Police Regional Director Leopoldo Bataoil, which is investigating the slaying of the younger Parayno for exactly one month now.

Simon, formerly a resident of barangay Castillo in Echague, Isabela, is now living in Bayaoas, Urdaneta City, together with an unidentified common-law-wife.

Reports said that Simon has a string of cases for murder, as well as carnapping and kidnapping in Pangasinan as well as in Isabela.

Councilor Parayno, father of the victim, said he learned that an agent of the National Bureau of Investigation came to Urdaneta City early this week with a witness who identified Simon as the one who shot and wounded an Indian national sometime last month in barangay Caranglaan, Dagupan City.

MASTERMIND

The police have yet to establish the real motive behind the Parayno murder.

The elder Parayno said if Simon is really a hired killer, then a mastermind must be behind him.

He urged members of Task Force Parayno to continue investigating his son’s murder because there were reports that there are actually three suspects and he wants to ensure that the real killer will be punished under the law.

The elder Parayno is running for vice mayor of Urdaneta City and believes that it was him and not his son who was the real target of the killer or killers.

At a least a P1 million reward was set earlier for any witness who can   identify the killers. Of this, P500,000 was pledged by the Parayno family and conduits of the police, and another P500,000 from the Eastern Pangasinan Filipino-Chinese Chamber of Commerce headed by Rosendo So.—LM/EVA
