LINGAYEN—Health care workers in the province were given recognition by the provincial government in an awarding ceremony held December 12 here.

Awards were given to the best performing inter-local health zones (ILHZ), local government units (LGUs), and individual health workers.

The performance evaluation was based on the Scorecard structured through Provincial Ordinance 165.

Board Member Jeremy Agerico Rosario, chairman of the Sangguniang Panlalawigan committee on health, said the scorecard was intended as a “the tool to track progress of health reform implementation… to challenge each and everyone of us” to make the province’s health care the best in the country.

The Scorecard, implemented for the past three years, has 17 indicators including annual parasite incidence, initiated breastfeeding, fully immunized child, prevalence of underweight, facility-based delivery, and contraceptive prevalence rate, among others.

Dr. Anna Ma. Teresa de Guzman of the Provincial Health Office (PHO) said Pangasinan is the only province in the Philippines that conducts such an evaluation.

Dr. George Calugay, the Provincial Health Team Leader, added that the Scorecard system is in accordance with the Department of Health’s program of “Kalusugang Pangkalahatan”.

De Guzman noted that all municipalities, as indicated in their scorecards, improved their performance with regards to quality health care provision.

However, the province as a whole still scored some red marks, particularly in the fully immunized child, facility-based delivery, and contraceptive prevalence rate indicators.

Meanwhile, Governor Amado Espino Jr. underscored that health care has been one of the priorities of his administration, noting the improvement in both facilities and services.–Johanne R. Macob
