LINGAYEN—The provincial government is pushing for a stronger population control program as part of its total development strategy to preserve the gains it has so far achieved and at the same time promote development at the grassroots level.

“Our main objective is to develop new strategies and to ensure continuity of proven effective measures in addressing various population concerns,” Governor Victor Agbayani said.

Provincial Population Officer Luz Muego reported to Agbayani that her office has so far succeeded in increasing the number of towns that are now promoting the natural family planning method from three to eight.

At the same time, they have also chosen Mangaldan and San Jacinto as models for Local Government Unit Cost Recovery Scheme, and Binalonan, Mangaldan and Urdaneta City as models for Public-Private Partnership referral system for family planning.

Muego said that under the population and development integration scheme being pushed by Agbayani, an increase in budgetary allocation for the population management program, which now totals P8.3 million, has been noted in many towns and barangays.

Muego said the Provincial Population Management Program focuses on six key areas, including the provision of family planning and reproductive health  information services; empowerment of women by improving their status through education and economic means, providing information and education to adolescent/youth on reproductive health; encouraging male responsibility  for family development; providing livelihood and enterprise to poor households to augment income and access to basic services; and population development integration into the local development policy, planning and implementation levels.
