NO SOLUTION–Motorists found themselves negotiating Dagupan’s flooded main thoroughfare again at the height of onslaught of Typhoon Pedring, The situation in the area has grown worse each time with no solution in sight. Restaurants and business establishments had to close shops the whole day as severe flooding was also experienced in 10 barangays.
