Gov. Espino commends Pangasinenses for proactive response to calamities
LINGAYEN—Governor Amado T. Espino, Jr. expressed relief when typhoon Pedring exited the province as he commended local leaders and the people for establishing a “system of consciousness” during times of calamities.
The Governor said local government units and non-government organizations currently are more responsive today even as he assured that the provincial government is presently more equipped and ready to extend assistance in times of typhoons and other disasters.
Evacuation efforts done, he stressed, are merely pre-emptive actions and not rescue operations in preparation for the possible occurrence of flooding.
As explained by the Governor, the flooding at Brgy. San Isidro in Binmaley was caused by the occurrence of high tide and not due to heavy rains or other factors.
“Isa pang inaalala natin dito ay ang high tide na naman by 2 o’clock at ang tubig na manggagaling sa bundok,” he said.
With regards to the present protocol of San Roque Dam, the Governor said he strongly supports the pre-emptive release of water from the dam, which has a critical spilling level at 280 meters above sea level, so as to avoid the occurrence of flashflood in Pangasinan.
“Mas maganda na pakonti-konti ang pag release at hindi biglain ang pagpakawala ng tubig,” said Espino adding that said protocol is acceptable as well as there is proper coordination.
The Governor likewise expressed elation as more people and stakeholders are now actively showing concern regarding the protocol in releasing water from the said dam such as the case of former Congressman Mark Cojuangco, who constantly sends messages to him and to agencies involved, expressing deep concern on the safety of the people of Pangasinan.
Meanwhile, Espino urged all Pangasinense to remain vigilant as tropical storm Quiel threatened the province over the weekend. (PIO/Ruby R. Bernardino)
