Children’s Code is best legislation this year
MALASIQU–In the vice governor’s view, the Children’s Code is the most significant piece of legislation passed by the Pangasinan provincial board this year.
Vice Governor Oscar Lambino who co-authored the Children’s Code with Provincial Board Member Marlyn Primicias Agabas, said Pangasinan earned nationwide recognition as one of the most child-friendly provinces in the country.
“It is the Children’s Code which is the best legacy that we can leave to our children of Pangasinan,” said Lambino who is now on his third and last term as vice governor of Pangasinan.
Pangasinan is one of few provinces in the country that has a Children’s Code consistent with the documents signed in the Convention on the Rights of the Child which was adopted by the General Assembly of the United Nations on November 20, 1989.
The code was enacted soon after Pangasinan hosted a Northern Luzon Legislators Summit that discussed the need to ensure better protection, care and education for children as future leaders of the country.
The summit, attended by the United Nations International Children’s Emergency Fund resident representative in Manila, was steered by Lambino and Dagupan City Vice Mayor Alvin Fernandez.
The Children’s Code identifies the rights of children, like right to live, right to education, right to better health, right to protection and right to live in peace.
Lambino said it was enacted to ensure continuity of leadership in the province since the children are the country’s future leaders. – LM
