Pangasinan, DILG’s top performing LGU

FIRST, the good news. The province was ranked 5th out of the ten top performing provinces in the country in 2010 by the Department of the Interior and Local Government’s (DILG) based on its latest state of performance report on local government units.

That’s a good reason for Pangasinenses to be proud of the province and its government.

Now, the bad news. None of Pangasinan’s four cities made it to the list of top twenty cities in the country.

Out of 80 provinces nationwide, the top ten with their corresponding scores are: Bohol (4.9370); La Union (4.9115); Bulacan (4.8628); Negros Oriental (4.8331); Pangasinan (4.8185); Ilocos Norte (4.8185); Albay (4.8064); Cavite (4.8031); Compostela Valley (4.7812); and Tarlac (4.7773).

Twenty cities, led by Valenzuela in Metro Manila, were also cited by the DILG as top performing cities.

The scores were based on the Local Governance Performance Management System LGPMS, a web-based, self-assessment tool that measures the performance of local government units (LGUs) and provides information on the status of LGUs in terms of local governance and development.

WELL DONE

Governor Amado Espino Jr. congratulated all the employees of the provincial government for “a job well done” during last Monday’s flag-raising ceremony at the Capitol plaza.

“I would like to personally express my heartfelt gratitude to our employees especially the utility workers, security guards and administrative aides for working so hard to support the present administration attain its mission in making Pangasinan number one,” the governor said.

DILG Secretary Jesse Robredo said in a statement “I laud these local governments for their commitment in elevating and maintaining the highest standards of public service delivery in their respective localities. I hope that their shining examples will inspire others to strive hard in the performance of their duties,” said.

Managed by the DILG’s Bureau of Local Government Supervision, the LGPMS assesses LGU performance on the following areas: administrative, social, economic, and environmental governance, and fundamentals of good governance which include transparency, participation and financial accountability.

A team composed of representatives from the national and local governments conducted the assessment of the LGUs, and the results were validated by civil society organizations to maintain impartiality.

In February, Pangasinan also topped seven out of eight regional awards – besting the provinces of Ilocos Norte, Ilocos Sur and La Union – given by the Regional Development Council (RDC) based on its various program evaluations for 2010. (with report from PIO)
