Steel bars, trusses from Bugnay are missing
Even before the controversy over the planned construction of the tourist-oriented complex could be resolved, more “mysterious” developments have surfaced.
Steel bars and trusses of still undetermined amount from the burned Bugnay Market just fronting the city hall, are not only missing but the clearing of the premises owned by the city government was conducted by a private contractor, not by the city engineering office.
Vice Mayor Alvin Fernandez had written to City Engineer Virginia Rosario on December 5 to determine the whereabouts and value of these materials after these were found missing at the site during the clearing operations to give way to the construction of the planned two-storey complex.
Fernandez said he knew that as soon as the Bugnay Market was burned down, the city government had taken over the property although the lease of the property by Bugnay Development Corporation will not expire next year.
And when Fernandez directed Rosario to report an update on the clearing operations in the area, including the date when it was commenced and completed, Rosario replied that her office was not involved in the clearing operations as it did not receive any memorandum, order or a report on the turnover of the area.
The city engineer said a contractor by the name of Robert Sison undertook the demolition of the burned structures.
Sison, who was reported to be doing many projects of the city, was asked to appear before the city council on Monday for him to shed light on the matter.
Fernandez said he also asked the Waste Management Division on whether it has in its custody the retrieved materials but Reginaldo Ubando, chief of the WMD, wrote that his office has no custody of any of these.
City Agriculturist Emma Molina also told the vice mayor that there was no steel or construction materials of any remnant of the Bugnay complex at the lot of the city agriculture office in Bonuan.
Fernandez appealed in his personal website (http://alvin.prepys.com) to concerned citizens of Dagupan to appear before the city council if they knew where these materials are now.
