Tayug school brass fined for altering certification

TAYUG—A school district supervisor here was slapped with a penalty equivalent to one month of her salary after she was found guilty of dishonesty in a recent decision of the Ombudsman for Luzon.

Fined equivalent to her one-month salary was Virginia Maceda, school district supervisor of Tayug, who was earlier accused of altering the certification made by the school’s ranking committee assigning one teacher applicant, Ligor Martinez, to take the post of Teacher 1 at the Magallanes Central Elementary School.

The certification, coursed through Maceda, and dated December 3, 2007, was approved by then Pangasinan II School’s Division Superintendent Armando Aquino.

The decision, signed by Graft Investigation and Prosecution Officer Maxlen Balanon and reviewed by Joaquin Salazar, director of the evaluation and investigation office, was approved by Acting Ombudsman Orlando Casimero upon the recommendation of Assistant Ombudsman Rolando Zoleta.

The decision reads in part that Maceda, taking advantage of her position as district supervisor with malicious intent and bad faith, made an alteration in the assignment of Martinez by erasing with the use of a liquid eraser the word “Magallanes Elementary Central School and super-imposed and changed it to District II as place of assignment.”

The alteration was done without the consent of the school ranking committee.

Based on the altered certification, Martinez reported for work at the Zamora Elementary School as instructed.

The members of the committee discovered this out when Martinez failed to report at the Magallanes Central Elementary School.

The decision said respondent Maceda abused her power and totally disregarded the school’s ranking committee and the approval of the School Division Superintendent Aquino, a conduct unbecoming of a public education official.

In her counter-affidavit, Maceda denied the allegation and contended that the modification of the phrase was done in a manner not prejudicial to the government, in good faith and without malice considering the fact that the Magallanes Elementary School is within the jurisdiction of District II.
