OFFICIALLY REGISTERED SEAL–The above reconstructed original document belies claim of the National Historical Commission of the Philippines that the present seal is not registered. It shows an illustration of the “Sigue Dagupan” seal of the city and bears the signatures of Teodoro Evangelista, Executive Secretary “By the Authority of the President” and Gilbert S. Perez, Technical Consultant and Acting Secretary of the Philippine Heraldry Committee, signifying their approval and registration on December 21, 1948. The document was bought by Alex Villaflor in a public auction six years ago.
