Flooding minimized after dike repairs

JUST in time.

As Typhoon Falcon dumped heavy rains in Pangasinan last weekend, the timely completion of the dike repairs recently proved effective in helping mitigate flooding in many parts of the province.

The rehabilitation of the dikes linked to the Agno Flood Control System were undertaken following the massive flooding brought by Typhoon Pepeng in October 2009.

Engineer Edgardo Paragas, head of the Agno Flood Control System, said the repairs that cost P250 million were completed in May.  Repaired were the breached dikes in the towns of Asingan, Balungao, Bayambang, Calasiao, Mangaldan, ,Mangatarem, Rosales, San Manuel, San Nicolas, Sta. Barbara, Tayug and Villasis.

Meanwhile, Paragas appealed to local government units to help in other flood control initiatives in their respective jurisdictions and not simply rely on the national government since funds are limited.

He cited as an example the need to dredge and help clear waterways.

Kung kailangan nila, ipahihiram namin and dredging machine, pero sagot nila ang krudo,” he said.

AGNO PHASE 3

In a related development, Paragas said the national government continues to pursue other possible funding sources to complete Phase 3 of the Agno Flood Control System, which will cover the upper part of the Agno River.

The Japan International Cooperation Agency recently pulled out of the project after incessant delays in the implementation of Phase 3.

Paragas, speaking during the Pantongtongan Tayo radio program of the Philippine Information Agency over Radyo ng Bayan DZMQ last week, explained the early completion of Phase 3 is critical because the completion of the other flood control projects is dependent on it.
