RECORDS DON’T LIE — Above Punchphoto picture is the close-up shot of a portion of page 76 of the Annual Investment Plan submitted by the Local Development Council that shows “1.1. Public markets, Centromart,” under the column ‘Project/Program/Activity Description’ for which P10 million as ‘Capital Outlay’ was allocated for the “Construction of Water & Sewerage System”. Both city hall and the Sangguniang Panlungsod majority vehemently denied there was no specific reference to Centromart, a business establishment owned by Mayor Benjamin Lim, as claimed by the minority in the city council. Councilor Jesus Canto of the majority even offered to resign his post as chairman of the Finance and Ways and Means committee if the minority can prove its claim.
