Province-wide plastic, styro ban proposed
LINGAYEN—The ban on plastics and Styrofoam products which is already in place here at the capital town may soon be implemented in the entire province.
Proposed Provincial Ordinance 29-2012 titled “Prohibiting the Use of Plastic Bags on Dry Goods and Regulating its Utilization on Wet Goods, and Prohibiting the Use of Styrofoam within the Capitol Complex including other Provincial Government Offices outside the Capitol Complex and Prescribing Penalties Thereof”, sponsored by Board Member Von Mark Mendoza, was tackled during the committee hearing on October 29.
Under the proposal, “No business establishments shall utilize plastic bags as packaging materials for dry goods.”
It also proposes that businesses that sell wet goods “shall use plastic bags only as primary packaging material”. Moreover, the selling of plastic bags will also be prohibited.
Establishments, especially in the food business, will be prohibited from using Styrofoam as containers.
The ordinance also urges the public to bring their own eco-friendly bags or reusable bags when buying goods.
Penalties for violation range from a warning (first offense), P500.00 (second offense), and P2,000.00 and/or prohibition to conduct business within capitol complex (third offense).
The ordinance is in accordance with Republic Act 9003, The Ecological Solid Waste Management Act of 2000, which provides “for the implementation of an ecological solid waste management program at all Local Government levels”.
Mendoza said the ordinance is expected to be finalized in the succeeding board session.–Margarette R. Macob
