Lim agrees finally to address SP
MAYOR Benjamin Lim has agreed after all to address the Sangguniang Panlungsod at its session hall, but at his own date and time of choosing.
In a letter to the SP on February 15, the same time he forwarded to the body a copy of the speech he delivered the day before which he called his State of the City Address (SOCA) at the Dagupan People’s Astrodome, Lim said he will make a presentation before the body on or before March 15.
“I would like to respectfully inform the honorable members of the august body that on or before 15 March 2011, I intend to address the Sangguniang Panlungsod in regular or special session to present other programs and policies that are necessary for the general welfare of the inhabitants of our city,” the letter reads.
Citing section 455 (b) (1) (iii) of Republic Act 7160, otherwise known as the Local Government Code of the Philippines, which states that the “Local Chief Executive can present the program of government and propose policies and projects for the consideration of the Sangguniang panlungsod at the opening of the regular session of the sangguniang panlungsod every calendar year and as often as may be deemed necessary as the general welfare of the inhabitants and the needs of the city government may require…”.
Lim further said that a letter-notice shall be forwarded “to your good office once I have determined the exact date and time when I intend to address the honorable body.”
He clarified, however, that his intended visit to the SP “shall not be published, publicized, construed, not interpreted as the ‘State of the City Address’, maintaining that he already delivered the state of the city to the people of Dagupan and to several members of the SP on Feb 14.
In that occasion, only four members of the SP heard Lim as the majority of the members of the SP, including Vice Mayor Belen Fernandez who sits as SP presiding officer, were waiting at the session hall to receive the mayor.
The letter of the mayor was read before the council in its session last February 21 by the acting majority floor leader, Councilor Karlos Reyna.
