Search is on for Lingkod Bayan Award
LINGAYEN–The nationwide search for outstanding government officials for the Honor Awards Program (HAP) of the Civil Service Commission (CSC) is now on.
Romulo V. Nabua, senior personnel specialist of the CSC field office in Lingayen, said the annual search is in accordance with CSC’s constitutional mandate to adopt measures to promote morale, efficiency, integrity and courtesy in the Civil Service.
Started in 1959 with the enactment of Republic Act 2260 which created the Employee Suggestions and Incentives Awards System, the program also seeks to strengthen the merit awards system for government officials and employees who have displayed outstanding work performance.
According to the CSC, the conferment of awards will motivate and inspire government employees to improve the quality of their performance and instill deeper involvement in public service.
Nabua said the search culminates with the recognition and conferment of awards to deserving public servants during the anniversary celebration of the Philippine Civil Service in September.
Any individual or organization with extensive knowledge of the outstanding work performance or exemplary ethical behavior of the official, or a group or team may nominate an individual or group of individuals for a specific category.
The categories are the Presidential or Lingkod Bayan award and Civil Service Commission or Pagasa award for outstanding work performance and Dangal ng Bayan award for exemplary ethical behavior.
Nomination is open to all officials and employees both in the career and non-career services who should be in government service at the time of nomination except posthumous, have a performance rating of at least “very satisfactory” or its equivalent for the last two rating periods prior to nomination, have not been found guilty of any administrative or criminal offense involving moral turpitude and have no pending criminal or administrative case at the time of nomination.
A group may be nominated with a maximum number of ten members in either the Lingkod Bayan or the Pagasa Award, even if there are members who fail to meet squarely the above qualification requirement. Said members, however, shall be excluded from the grant of award, should the team be selected as an awardee.
After careful deliberation and evaluation, the committees in charge of the selection will decide on who will qualify for the semi-finals. Validators will be sent to interview each nominee’s nominator, co-workers, peers, relatives, associates and other people who can give valuable information about the nominee.
The Lingkod Bayan and Dangal awardees will receive P100,000 in cash while the Pagasa awardees receive a cash prize of P50,000 and other incentives for all the winners. (PIO/Angeline D. Villanueva)

PESO holds Special Jobs Fair for HRM workers
Lingayen–The Provincial Employment Service Office (PESO) will conduct a special jobs fair for hotel, restaurant and retail service workers for local and overseas on Monday, February 28, at 9 in the morning at the Narciso Ramos Sports and Civic (NRSCC) gymnasium here.
Alex F. Ferrer, chief of PESO, said the activity will help jobseekers lessen their expenses by cutting travel costs to Manila to apply in various recruitment agencies.
“We see to it na regular na tayong nagka-conduct ng ganitong activity para matulungan natin ang mga kababayan natin na makahanap ng trabaho locally or internationally,” Ferrer said.
Applicants are advised to bring their bio-data with picture and other credentials. Qualified applicants will be notified through text message or telephone call by the concerned recruitment agencies for final interview.
Aside from the job fairs conducted by PESO, regular special recruitment activities are likewise held on a monthly basis in coordination with various recruitment agencies.
“Marami pa po ang susunod na recruitment activities na gagawin ng probinsya kaya kung sakaling hindi palarin ang ilan nating kababayan sa isang job fair, they can always come back and try their luck sa iba pang job fair natin,” said Ferrer, adding that job recruitment activities will be a continuous program by the present administration to help address unemployment in Pangasinan. IRAA 2011 PREPARATIONS
Pangasinan aims to be no. 1 in sports
LINGAYEN–Some 602 athletes underwent two days of tune up games last February 19 and 20 at the Narciso Ramos Sports and Civic Center (NRSCC) here in preparation for the upcoming Ilocos Region Athletic Association meet on March 14 to 16.
Sponsored by the provincial government, the tune-up games were held as part of their training for the IRAA next month.
The participating athletes were previous winners in their respective school divisions, thus considered the crème of the crop in the various sporting events.
Governor Amado T. Espino, Jr. expressed full support to the young athletes as he personally visited them during their games last weekend.
Espino’s administration rehabilitated the NRSCC to further enhance its facilities and serve both local and international competitions. It is part of the youth and sports development thrust of the governor.
Meanwhile, Modesto Operania, Sports Coordinator, said the tune-up games mainly focused on four sporting events, including athletics, swimming, chess and volleyball because Pangasinan’s athletes excel in these fields.
“We want to further hone their sports ability and prowess in these areas so that our province will have a good chance in bagging the championship,” he said.
For the past 11 years, Ilocos Norte has been holding the championship crown while Pangasinan II and Pangasinan I contingents were 1st and 2nd runners-up, respectively, last year.
Pangasinan’s ranking last year was already an improvement to previous years’ rankings, which ranged from 4th to 3rd.
All sports specialists of the four school divisions in the province — Pangasinan I, Pangasinan II, San Carlos City and Urdaneta City — are confident that the province will improve its winnings in the 2011 IRAA meet next month. (PIO/Ruby R. Bernardino)
