LINGAYEN—Finally, the two-strike policy implemented by the Police Provincial Office (PPO) claimed its first casualty. The chief of police of San Fabian was relieved from his post on Wednesday.

Chief Inspector Abubakar Mangelen Jr. yielded his post to Superintendent Paquito Navarete, the police deputy provincial director for operations, who will temporarily head the San Fabian police force until a permanent replacement is appointed.

Mangelen has been placed on a floating status at the PPO.

Under the two-strike policy, a chief of police will be relieved if two shooting incidents take place and remain unsolved in his area of jurisdiction within a one-month period.

The chairman of Barangay Tokok in San Fabian, Arsenio Bucao, was shot and killed on the night of January 20 by still unidentified men as the coastal town was celebrating its fiesta. Last Tuesday, a fisherman was also killed along the town’s shore.

The Special Investigation Task Group (SITG) formed by Police Provincial Director Rosueto Ricaforte to handle Bucao’s murder has yet to break the case.

RESHUFFLE

Meanwhile, Superintendent Geraldo Roxas, spokesperson of the PPO, also announced that 11 police officers were reshuffled on orders of Ricaforte.

Roxas said the 11 were transferred for various reasons, from completing the maximum two-year term in one post to poor relations with local officials, or poor performance in enforcing special laws.

Affected by the reshuffle were Superintendent Rogelio Danoli who was re-assigned as legal officer; Superintendent Aligre Martinez, to the office of plans and programs; Superintendent Lloyd Millan as chief of police of Bayambang; Superintendent Benjamin Ocumen as chief of police of Rosales; Superintendent Rodelio Samson as chief of police of Malasiqui; Chief Inspector Bernardine Barbiran as chief of the Provincial Anti-illegal Drugs Special Operations Task Group (PAIDSOTG); Chief Inspector Gaspar Dacpano as chief of police of Urbiztondo; Chief Inspector Michael Grona as chief of police of Pozorrubio; Senior Inspector Wilfredo Cabanayan as chief of police of Infanta; Senior Inspector Isaias Dominguez as chief of police of Agno; and Senior Inspector Haron Ali as chief of police of Burgos.

Roxas said another set of officers will be reshuffled by February.—LM
