MANGALDAN AS PILOT TOWN

STARTING off at the barangay level, the Office of the Ombudsman has launched a series of seminars on good governance for the local government units in Pangasinan and other northern Luzon provinces.

The initial seminar – focusing on the principles of good governance that includes public accountability, transparency and integrity – was held October 17 in Mangaldan.

Atty. Raquel Cunanan-Marayag, OIC-Director of the Public Accountability and Corruption Prevention Office (PACPO) explained that the program is a refresher course on the principles of good governance. “ We walk-them through on the new laws of the land because they are the leaders in the grassroots level,” she said.

The seminar tackled principles of good governance, environmental protection, barangay procurement and budget, common problems encountered by barangay officials in the discharge of their functions and the issue of public accountability or the crimes that might be committed by officials in connection with their duties.

In attendance were 45 officials representing the 30 barangays of Mangaldan led by Liga ng mga Barangay president Ritchie Abalos and municipal officials.

Marayag said Mangaldan was chosen as the pilot town because of its outstanding record in good governance and as an environmental advocate.

Mayor Herminio Romero, for his part, said he is elated that his town was chosen as the pilot area for the northern Luzon area.

The program, first conducted in Rizal province in 2011, is based on the manual formulated and integrated by the Center for Integrity Professional Development of the Ombudsman’s Office.
