Labor dept. implements new conciliation guidelines
THE Region 1 office of the Department of Labor and Employment-Regional Coordinating Committee (DOLE- RCC) and its attached agencies have started the process of harmonizing the implementation of the new 30-day mandatory conciliation-mediation services for all labor and employment cases in the Ilocos provinces.
This new policy is contained in Department Order No. 107-10 which prescribes the guidelines for the Single Entry Approach (SENA) in mediations.
DOLE 1 Director and DOLE-RCC Chairman Henry John Jalbuena called on the members of the group to finalize the new system and immediately start implementing it.
Jalbuena said the SENA partly fulfills President Benigno Aquino III’s thrust to bring reforms in labor case adjudication by streamlining procedures, removing red tape, and restoring integrity and fairness in the system.
“The very essence of SENA is to prevent labor and employment issues between and among workers and employers from ripening into full-blown labor cases by encouraging the amicable settlement of these issues,” Jalbuena explained.
Earlier, Labor Chief Rosalinda Dimapilis-Baldoz announced, “The 30-day mandatory conciliation-mediation system is the way to go towards industry self-regulation and “de-judicialization”.
The SENA 30-day mandatory conciliation-mediation is applicable to cases falling under the administrative and quasi-judicial functions of all DOLE offices and attached agencies.
