Kapitan finally censured after two years

MANGALDAN–A barangay captain in Mangaldan was slapped with censure in a decision of the former Sangguniang Bayan (SB) on the administrative complaint for abuse of authority, oppression and grave misconduct filed by a Filipino-American woman.

Aside from the censure, Kapitan Reynaldo Ramas was also warned by the SB that a repeat of the offense or any similar action will be dealt with more severely.

In imposing the penalty of censure, the SP said the action of Ramas on the night of June 7, 2008 not only degraded the honor and person of the complainant but also manifested conduct unbecoming of a public officer.

The SP said the oppressive actions of the respondent   not only violated the Civil Code provisions on human relations, the Code of Public Officials but also the Local Government Code, rendering him liable for disciplinary action.

The incident took place in June 2008 but the decision came out only on June 25, 2010, when the former SP was already winding up its term that ended June 30.

The complainant, Willia Boucher, received a copy of the decision on September 23 upon her arrival from the United States.

The case stemmed from an incident when Boucher went to the police to complain about the loud noise emanating from Lucrecia de Guzman’s videoke bar in her neighborhood, where Ramas allegedly shouted at her and uttered demeaning and abusive words in front of many people.

Boucher filed a complaint against Ramas and countered by filing a criminal complaint against Boucher for direct assault/grave oral defamation, which was dismissed by the Provincial Prosecutors Office.–LM
