Shahani files rap vs. police officer
PROVINCIAL Board Member Ranjit Ramos Shahani has filed a formal complaint against a police officer for grave abuse of authority, conduct unbecoming of an officer and a gentleman, and violation of human rights.
In a one-page complaint submitted to the Police Regional Office (PRO), Shahani has accused Superintendent Ronald Gayo of the Pangasinan Provincial Public Safety Management Company based at Camp Narciso Ramos in Tayug of assaulting one of his campaign coordinators.
Shahani narrates Mario Heherson Soriano, on June 4, 2010 at around 1:00 p.m., was driving a van bound for Tayug from San Nicolas when it was flagged down by the police. When Soriano stepped out of the vehicle, he was shouted at and slapped four times by an allegedly drunk Gayo in Shahani’s presence.
Shahani, speaking during the Enkwentro media forum last week, said he waited this long to file the complaint to allow Police Provincial Director Sr. Superintendent Percival Barba to conduct an impartial investigation into the incident and impose the corresponding sanction on Gayo.
Shahani said he finally felt compelled to file his complaint as he was disappointed by the mere admonition given by Barba to Gayo over the incident.
He added he found it “quite ridiculous” when Barba, in a letter to him dated July 29, informed him that there is no basis for indicting Gayo since there is no formal complaint from Soriano.
Soriano allegedly could not be found at his given address at barangay Casaratan, San Nicolas, as certified by the barangay captain and the chief of police of San Nicolas.
“I don’t think I am content with that kind of penalty so I therefore leave the matter to the sound judgment of the police regional director,” said Shahani.
Copies of the complaint letter addressed to Chief Superintendent Orlando Mabutas, Police Regional Director in La Union, were furnished to Interior and Local Government Secretary Jesse Robredo and PNP Director General Jesus Verzosa.—LM
