San Roque welcomes suit over water spillage
SAN MANUEL – The San Roque Power Corporation welcomes any suit to be filed by any group that still believes that the water from the dam is flooding central Pangasinan, particularly Urdaneta City, Sta. Barbara, Calasiao and Dagupan City during the rainy season.
Tom Valdez, SRPC spokesman, said while they cannot do anything if somebody goes to court this will give them an opportunity to finally settle the issue about the cause of flooding.
Valdez maintained that if San Roque dam releases water from its reservoir the same does not flow into central Pangasinan but downstream to the Agno river that leads to the Lingayen Gulf.
Restating his previous statement that the Agno river is too far away from central Pangasinan, Valdez believes that it is the overflowing of the Sinucalan river that is actually flooding the central part of the province, including Dagupan City.
The Sinucalan river is a river system independent from the Agno river.
He pointed out that when Sta. Barbara was flooded on one occasion, San Roque did not release any water from its reservoir at that time.
Valdez also said the amount of water being spilled by SRPC’s turbines during power generation is only 260 cubic meters per second hence it could not be a factor for the flooding in central Pangasinan.
He said the water being spilled by the turbine flows directly down the Agno river passing through San Manuel, Asingan, Tayug, Sta. Maria, Rosales, Villasis, Sto. Tomas, Bautista, Bayambang, San Carlos City, Urbiztondo, Aguilar, Bugallon and Lingayen before emptying in the Lingayen Gulf.
Downstream, Agno river is joined by other rivers like the Ambayoan and Dipalo in San Nicolas, Viray River in Natividad as well as the Tarlac river through Bautista and Bayambang.
Valdez said during heavy rains, the San Roque dam is under tight watch by both the National Power Corporation and Philippine Atmospheric Geo-sciences Astronomical Science Administration.
Valdez said the dam never opened its spillway gate since January as the volume of water that is flowing into its reservoir even during heavy rains was barely enough for power generation.
He also dismissed the claim that the unrepaired portion of a destroyed earth dike estimated at about five kilometers located in Sitio Casilagan in barangay San Juan, San Manuel is where the water being released by the dam passes through and leads to Binalonan, Urdaneta, Sta Barbara, Calasiao then Dagupan City – A.P.E.
