‘Poison letter’ targets city budget brass
THE massive purge of emergency workers and technical consultants in the city government spawned the circulation of a ‘poison letter’ accusing a ranking official of the budget office of being behind the move.
However, Luz de Guzman, assistant budget officer, laughed off accusations that she was to blame for the termination of 150 of the 285 EWs and technical consultants in the city government.
De Guzman suspects that the alleged ‘poison letter’ came from one among the EWs or technical consultants affected by the purge being undertaken by the city government based on the recommendation of department heads.
The letter sender accused De Guzman as the one who picked out the names of the EWs whose services were terminated on account of the desire of the city government to save at least P1.7 million a month.
De Guzman said she had nothing to do with the termination of workers since this was the prerogative of the city mayor who signed and issued a memorandum to all departments regarding this matter.
Though she admitted that she attended the series of committee meetings prior to the termination of workers, she said she only served as secretary and just listed down the names of candidates for termination as dictated by the committee.
The committee was composed of City administrator Rafael Baraan as the chairman with City accountant Bernardo Tamondong, City Treasurer Romelita Alcantara, Zenaida Edades, head of the Human personnel department as members and she (De Guzman), as secretary and representative of the city budget office.
Also, De Guzman emphasized that it was the department heads who submitted the names of their emergency workers whose services are not really much needed in their departments.
De Guzman, who is now on her 26 years of government service, said she was not intimated nor threatened by the letter since she was not guilty of the accusation being leveled against her. – AQL
