Mayor Al gives cash aid to fire victims
THE Dagupan city government has released a P158,000 financial assistance to victims of the fire incident that hit the old PNR site last month.
The financial assistance was distributed Wednesday morning by Mayor Alipio Fernandez Jr. and Vice Mayor Belen Fernandez to the 38 families with more or less 200 dependents.
The fire victims expressed gratitude to Mayor Fernandez for enabling them to cope with their emergency situation.
Mayor Fernandez, during the distribution rites held at the Mayombo gymnasium, said the cash aid is part of the relief assistance program of the city government to help alleviate the difficult conditions being experienced by the fire victims.
The city government allocates funds annually for the grant of cash assistance to victims of calamities such as fire and other man-made or natural disasters.
“The city government continues to accelerate the delivery of basic services to our people because of our sound fiscal condition”, the mayor emphasized.
Victims whose houses were totally razed to the ground received P5,000 cash assistance each while those whose houses were partially damaged including house sharers and house renters received P3,000 each.
Assisting the mayor during the distribution were City Social Welfare Officer Elsa Santillan and staff and local officials of Barangay Mayombo led by Barangay Chairman Samuel Guadiz.
Dagupan is one of the cities in the country with the most admired practices in social services.
Mayor Fernandez has been cited for the second straight year in 2009 as the most outstanding mayor for exemplary performance in social welfare and development programs for special children, street children, children in conflict with law and the elderly.

Dagupan intensifies hybrid rice production
MAYOR Alipio Fernandez Jr. vowed to expand the city government’s assistance to hybrid rice production in barangay Mangin after local farmers’ reported a 125% increase in their average yields.
During the field day and graduation ceremony for the farmer-trainees on hybrid rice production last April 14, Fernandez said he is optimistic that the new technology will boost his administration’s livelihood and food security program.
Under the program, the palay fields owned by the farmer initiators were developed into learning farms where participants were given “hands-on exposure and experiential learning” on organic fertilizer techniques like conventional composting, distance planting, integrated pest management and zero-tillage fertilizer.
City agriculture officer Emma Molina said that the use of hybrid seeds has significantly increased yield per hectare compared to the inbred seeds under the Cluster Technology Demonstration and Palay Check program.
Hybrid rice commands good market price because of its aroma, long grain and good taste quality, she said.
In partnership with the Department of Agriculture (DA) and its regional field office in La Union, the city government established a hybrid rice compact technology demonstration farm last year to showcase the potential and different hybrid rice varieties to the farmers.
The DA provided 20 kilos of hybrid seeds, 5 bags of organic fertilizers and 25 kilos of muriate potash for every hectare of rice land.
Every hectare of rice land planted to the hybrid variety is expected to yield an average of 7.16 metric tons of rice.
The techno-demo farm is situated in barangay Mangin with 22 participating farmers and tills over six hectares of irrigated rice lands and planted to inbred and hybrid-rice varieties.
Molina said five hectares of rice land were planted with Mestizo 7 or M7 variety, which can be harvested after 107 days, while one hectare was planted with Mestizo 1, or M1 variety, which can be harvested after 123 days.
Fernandez noted that the local farmers were receptive to modern technology and environment-friendly farming practices.
He said the farmer’s success was made possible by the support of various government agencies, including the city government provided them from the very start.
The National Food Authority is set to purchase the initial harvests of seven indigent-farmers, along with 22 other participants, who completed the training under the hybrid rice production program.
The mayor urged the farmers to support the programs and projects of the city government and be part in promoting technologies that would increase production without harming the environment.
