Mangaldan mayor seeks rival’s disqualification

MANGALDAN–Reelectionist Mayor Herminio Romeo could be running unopposed in the May polls if the Commission on Elections (Comelec) grants his petition to disqualify his lone opponent, Bonifacia De Vera Parayno.

Romero filed the case after Parayno submitted her certificate of candidacy for Mayor on December 10, 2009, alleging she is not qualified to run for any public office because of her dual Filipino-American citizenship.

Parayno reportedly renounced her American citizenship only in November 2009, or just one month before she filed her certificate of candidacy.

As such, Romero asserts that she lacks the legal requirement of at least one year  citizenship to run for public office.

Parayno and husband migrated to the United States in the early 1980s and acquired U.S. citizenship. She has been coming back to the Philippines regularly and applied for dual citizenship when the Dual Citizen Law took effect.

Parayno is running in tandem with former Mangaldan Mayor Tito Zarzaba as vice mayor.

Romero, running for his third and last term of office, is partnered with re-electionist Vice Mayor Pedro Surdilla, a lawyer.—LM
