Fishpens proliferating Dagupan rivers anew

DAGUPAN CITY- Is it a case of political payback or a simply case of flagrant flouting of the law in the city?  The question was raised after the Office of the City Agriculturist came under fire for the sudden proliferation of illegal fish pens in various rivers and municipal waters here. Barangay Captain Lino Fernandez of Lucao complained that instead of seeing a reduction in number with the recent passage of the city’s fishery code, illegal fish pens have sprouted along the city’s river tributaries, virtually rendering the city’s new fishery ordinance which limited the number of these structures inutile.
