Governor reactivates PDCC

LINGAYEN – Gov. Victor Agbayani has reconstituted the Provincial Disaster Coordinating Council (PDCC) to enable the provincial government to respond to any emergency situation.

“The reorganization and reactivation of the PDCC will ensure efficient coordination of various efforts to arouse public consciousness and responsiveness in relief, rehabilitation and  public safety,” Agbayani said.

Headed by the governor himself as chairman, the PDCC has Police Senior Superintendent Alan Purisima as vice chairman and Provincial Administrator Virgilio Solis, Jr. as executive officer.

A provincial disaster coordinating center has been established at the Urduja House in Lingayen.

Solis said the PDCC will maintain close coordination with the various municipal disaster coordinating councils headed by the mayors and concerned agencies like the PAGASA, National Power Corporation which operates the San Roque Dam and Binga and Ambuklao dams, Agno River Flood Forecasting and Warning Center, DSWD, DPWH, and the Office of Civil Defense in order to achieve reliable and effective weather and flood forecasting capability and thus enable the province to respond accordingly to any contingency.

He said the governor has already instructed the provincial engineering office and the general services office to prepare the facilities and equipment needed for rescue, relief and rehabilitation operations.

Meanwhile, Sangguniang Panlalawigan Member Robert Raymund  Estrella, Jr. has sponsored a resolution granting authority to the governor to enter into a memorandum of agreement with the National Food Authority for the purchase rice stocks on credit to be used during calamities.

This step will enable the province to respond immediately and adequately to the needs of calamity affected families, he said.
