Reorganization on, retrenchment on deck

The Office of the Mayor rebuffed one of its closest allies and presented a document for the planned retrenchment of city employees entitled the “2006 Revised Organizational Structure Staffing Pattern of the Dagupan City Government” to the Sangguniang Panlungsod.

Councilor Teofilo Guadiz III, chair of the committee on Good Government in the SP, turned red in the face when the document was presented, indicating that the administration of Mayor Benjamin Lim is, indeed, bent on retrenching workers and persuading the old-timers to opt for early retirement.

This belied Guadiz’  earlier assurance made to the city hall employees that the planned reorganization in the city government will not lead to any retrenchment  but only a realignment of positions based on workers  qualifications.

Guadiz was taken aback by the new staffing pattern presented by the Mayor’s office which he said is contrary to SP Resolution No. 3815 that adopted the management evaluation and reorganization study of the city government prepared by the University of the Philippines.

He also said he was baffled why the city mayor is still seeking the approval of an ordinance that was already taken up in SP Resolution No. 3815.

The Guadiz committee decided to invite City Administrator Rafael Baraan in next to again shed light on the proposed reorganization and the proposed organizational structure.

Baraan was asked to prepare a report explaining the rationale behind the reorganization and the proposed funding for retirement of employees.

At the same time, department heads were also to submit their reports and recommendations on the proposed reorganization to better understand the rationale and mechanics of the reorganization including details such as the number of permanent employees, casuals and emergency workers in each department who will be affected by the reorganization either by separation or by retirement. 

The Guadiz committee is recommending that each employee opting for early retirement be entitled to at least two months of pay for every year of service.

At the same time, Guadiz also asked the office of city mayor to explain the process and policy in hiring consultants, including the salary schedule as there were a number of them hired by the city administration.

The head of the Human Resources Department snubbed the committee’s invitation to the June 28 committee hearing on the proposed Reorganization. –  AQL
