Valid signatures more than enough
For People’s Initiative
DAGUPAN CITY–The Provincial Elections office based here has invalidated 40 percent of the signatures solicited in Pangasinan by Sigaw ng Bayan for the People’s Initiative amending the 1987 Constitution, specifically, for the shift from the presidential-bicameral system to a unicameral parliament system.
But still the number of remaining valid signatures are more than enough to cover the minimum number of signatures required by law, lawyer Reddy Balarbar, provincial election supervisor, said.
Based on a document certified by Balarbar, 266,234 signatures are deemed valid, broken down as follows:
First District has 38,313 with valid signatures out of 176,645 registered voters or 21.69 percent; Second District, 33,884 valid signatures out of 207,297 registered voters or 16.35 percent; Third District, 55,123 valid signatures out of 268,980 registered voters or 20.49 percent.
Fourth District, 195,112 registered voters with 43,068 valid signatures or 22.07 percent; Fifth District, 58,481 valid signatures out of 219,967 registered voters or 26.59 percent; and Sixth District, 37,363 valid signatures out of 195,743 registered voters or 19.09 percent. The Constitution requires only three percent of registered voters per legislative district in the whole country.
Balarbar said most of the invalidated signatures belonged to persons whose names were not registered while some signatures also did not match the ones in their files. — EVA
